There is lock down in Agra from 25th of March.
In such situation,most of the students from nursery to other classes could not buy books and notebooks.
Most of the schools could not complete their examinations also.
Schools have promoted their students to the next grade.
Online classes have been started in the schools but most of the students do not have their books and notebooks.
In this situation, DM Prabhu N. Singh has permitted the booksellers in lockdown 4 through home delivery.
All the book seller had to apply for home delivery of books and notebooks in the BSA office along with the letter of that school or college they are vendor of.
BSA Rajiv Kumar Yadav has told that all the booksellers have to apply with the certificate of authorised vender on the letter pad of the school and the certificate of names and addresses of two employees for home delivery.
Those who applied this way have been issued their passes.
Facility of online application is also there but passes will be issued only after verification.
The shop must be closed just after the home delivery.
Sellers are permitted to open their shops for home delivery of books and notebooks but they must have to close there shops just after the home delivery.
This will be checked if the shop is found open then punitive action will be taken against that shop owner.
Bags for grade 1 costs 4000 to 5000 rupees.
Booksellers are charging 4000 to 5000 rupees for grade 1 bag.
An extra amount of 150 to 200 rupees is being charged for home delivery by the booksellers.
Apart from this only maximum two employees will be issued their passes of a vendor. For this, it will be mandatory to have ID or Aadhar card of the said staff along with the application letter on the letterhead of the school. Application can also be sent online in the department but the passes will be issued only after the offline verification.
Sales cannot be performed on the shop. BSA has told that pass holder book vendors will have permission for the home delivery of books and notebooks only. Booksellers can open their shops only for so long when they have to take out their books and notebooks.
If found the counter sale on that shop of the bookseller then the passes will be cancelled and that shop will be closed.
Pass holder can deliver the books and notebooks only by two wheeler or four wheeler.
Passes can be received free of cost from the BSA office only.
Shopkeepers must have to wait for the cleaning of their shops.
The administration has not permitted yet to open the shops but it will be possible to open the shop for cleaning but only for few hours and only after being permitted by the commercial Tax Department.
After this declaration all the shopkeeper are trying to contact the commercial department officials but according to the departmental authorities the shopkeepers will have to wait till may 25.
Most probably after Eid the department will issue public permission to the shopkeepers to clean their shops.
In this shops will be allowed to open only after deciding the station.
Shopkeepers will not need permission from the department personally, but the shops will be opened only for cleaning.
Similarly, the Purchase and sale of any good will not be allowed.
Social-distancing along with masks and gloves will be mandatory.
